Rakuten's entry into mobile phone business was officially accepted from the country and certification was issued to President Hirofumi Mikitani from the Minister for Internal Affairs and Communications of Noda . Rakuten is supposed to start service in October next year, and it is expected that the domestic mobile phone fee will decrease.
