NTT DoCoMo, the largest mobile phone, has set a policy to introduce a new rate plan. It is not a "flat rate system" in which the monthly charge is decided in advance but aims to acquire the user who wants to suppress the burden with the price plan which becomes cheap when the data communication actually used is small.
